A Just Distribution: The overlooked role of energy distribution policy and governance in achieving a just energy transition in South Africa

The paper emphasises the importance of addressing the socio-economic impacts of energy distribution, which are significant in terms of poverty and inequality. The current energy system's structure and governance often exacerbate these issues. The paper advocates for a broader, proactive approach to the just transition, which includes not just the shift to low-carbon energy but also systemic changes in energy distribution to promote social justice and equity. Key areas of focus include the linkages between electricity distribution and socio-economic outcomes, the impact of distribution system structure on these outcomes, and the necessary policy responses to achieve a just distribution.

The paper finds that the current distribution system is actively and significantly contributing to increased poverty and inequality.
