Recommendations
Achieving a 10 Gt cumulative GHG budget is a "no-regrets" option for South Africa with minimal GDP impact. Deep decarbonization demands immense investment, particularly in electricity, and potentially unproven CCS technology. While ambitious net-zero pathways might cause GDP losses from investment crowding-out, these can be offset by energy efficiency and concessional finance. High-GHG pathways risk future stringent targets and trade measures, underscoring the urgent need for a just transition. Further work on financing, spatial impacts, and specific sector technologies is crucial.
