Green Local Economic Development and Diversification

JUST SA aims to drive economic diversification and decarbonisation in South Africa's coal regions, focusing on a sustainable, green future for Mpumalanga.

JUST SA focuses on driving green local economic diversification, development and decarbonisation in Mpumalanga’s coal belt and supports the transition toward a sustainable, climate-neutral economy. Through a comprehensive multi-partner approach, the project promotes the growth of green industrial sectors while enhancing institutional capacity. It supports existing industries in crafting just transition pathways and fosters climate-neutral diversification by developing small, medium and micro enterprises (SMMEs). A key emphasis is placed on empowering youth and women entrepreneurs through targeted training, mentorship, business coaching, access to finance and skills development, helping SMMEs overcome challenges such as limited capital and expertise. By implementing the following activities in Mpumalanga, JUST SA aims to create a more inclusive, diversified and climate-resilient economy where no one is left behind during the transition.

Key Activities

JUST SA, through TIPS, is developing a comprehensive economic diversification plan for the Mpumalanga coal belt by creating practical implementation pathways to diversify the region’s economy. This strategy aims to leverage Mpumalanga’s comparative and competitive advantages to support a sustainable transition away from coal dependence. Efforts include producing detailed knowledge products with clear implementation pathways for economic diversification, designed to be applicable to other regions in transition.

JUST SA, through TIPS, supports the Presidential Climate Commission in creating a targeted diversification strategy specifically for the Komati region. To ensure inclusive and practical outcomes, the initiative organises multi-stakeholder social dialogue sessions that bring together business, labour, civil society and government representatives to discuss opportunities and challenges, with a focus on incorporating gender perspectives.

The project assesses South Africa’s and Mpumalanga’s industrial policy landscape to identify opportunities for green industrial development, with a focus on advancing gender-responsiveness. It supports strategic planning for collaboration between government and the private sector to drive economic diversification through green industrial policies. Additionally, it develops frameworks to create an enabling environment for green investments and leads the implementation of targeted investment promotion initiatives.

The SMME Facility implemented by GIZ provides targeted capacity development and business support to SMMEs in Mpumalanga that previously applied for support on the JET PMU's matchmaking funding platform. The platform helps projects become investment-ready by connecting businesses with local and international grant funding opportunities. While the platform facilitates engagement between businesses and investors, the SMME Facility specifically supports enterprises in increasing their bankability when applying for funds through the matchmaking platform. It offers a structured business development program to a group of pre-selected SMMEs to help them grow, improve their ability to raise and effectively absorb further financing for expansion, with a strong focus on market entry. Additionally, the facility aims to strengthen the small business development environment in Mpumalanga through peer-to-peer learning and the sharing of lessons learned.

The SME Business & Coaching Loop (SMME Loop) is a structured training and coaching program designed to strengthen entrepreneurial competencies among approximately 100 selected SMMEs focused on the Just Transition. Developed and successfully piloted by GIZ in over 16 countries, the SMME Loop provides systematic capacity development through targeted training and ongoing coaching support. This approach builds an entrepreneurial mindset, improves business skills, and enhances management capacity, resulting in increased income and employment for participants. The training addresses three learning levels—mindset, skills, and knowledge—while coaching helps participants apply new skills in their businesses, take ownership of their growth, and connect with business partners and relevant service providers

JUST SA successfully partnered with the DFFE, DARDLEA, GIZ Climate Support Programme and Indalo Inclusive as the implementing partner on the Indalo Just Transition Enterprise Programme, to train and support SMMEs in Mpumalanga, enhancing entrepreneurial skills and providing grants that enable green business growth. This collaboration has empowered local enterprises to drive sustainable development and contribute to South Africa’s just, inclusive and low-carbon transition. Sixteen SMMEs were trained by Indalo Inclusive on innovative thinking, principles of costing and understanding the entrepreneurial profile, to establish and develop successful business ventures and to upscale just energy transition entrepreneurial innovations in the water, energy, and agricultural nexus

    Annual Green Pitch Challenge

    The MGCA hosted its annual Green Innovation Pitch on 5 June 2025, showcasing sustainable solutions and fostering collaboration. Twelve finalists were chosen for their creativity and impact, receiving expert support to refine their pitches for investors and industry leaders. Three winners received prizes from R30,000 to R100,000, sponsored by MGCA, Seriti Green, and DEDT. A special business equipment award was also given to a recycling enterprise running a buy-back centre, sponsored by Coca-Cola Beverage South Africa.

    K-JET CEICC Project at the Indalo Symposium

    During the Indalo Symposium 2025, the K-JET CEICC project held an award ceremony showcasing five co-created community innovations after pitching their enterprise ideas. Four winners were celebrated, receiving cash prizes for their community innovations. Two enterprises received grants of R100,000 each, funded by GIZ through the IKI JET project, while the other two were funded by ACF. Meanwhile, all five of the community innovations continue developing their businesses with ongoing training and guidance to advance their ideas further.

    Eight of the 16 SMMEs were awarded with grant funding of R50 000 each, funded through the GIZ Climate Support Programme, to support their enterprises to drive sustainable development and climate action and to contribute to the just energy transition. This support led to the creation of 24 jobs, with over 60% benefiting youth and more than 30% going to women, highlighting the project's commitment to inclusive and sustainable employment.
